With reference to paragraph 5 of my secret despatch of the 4th of February, 1938, I have the honour to inform you that I have now decided with the
concurrence of my Executive Council and of the Finance
Committee of Legislative Council to make provision in
the 1939 Estimates for the salaries of a professional
Adjutant and a professional Regimental-Sergeant-Major
in the Hong Kong Volunteer Defence Corps, in addition
to the professional Commandant. The rates of pay have
not yet finally been settled, but it is probable that
that of the Adjutant will be £850 per annum without rent or lodging allowance, and in addition a pension
contribution at the prescribed rate would be paid to
Army Funds. I shall notify you in due course when
definite steps should be taken to fill these
appointments, but meanwhile I should be glad if this
decision might be communicated to the War Office in
order that possible candidates might be advised of the
probable vacancy.
2. This increase in Establishment has been
recommended in view of the growth in the numbers of
volunteers, which are expected to reach a maximum of
